Q. What is the property tax rate for the Villages?
A. The Villages is located in the Town of Woodfin and our current tax rate is $1.029 cents per $100.00 valuation (a rate of approximatly 1%) of the home. We have the lowest combined municipal tax rate in Buncombe County. Services include police protection, trash pickup and recycling, street repairs, snow removal, and maintenance, etc. Fire protection is provided by the West Buncombe Fire Department and the cost of protection is included in the above tax rate. Tax rates are reset annually by the applicable governing boards.
Q. Am I required to use the preferred builders or the home designs pre approved by you?
A. No, you can submit plans for your custom home for approval to our Architectural Review Committee (ARC). Custom plans require a $500 fee which is paid to the Crest Mountain Homeowner's Association. Our preferred builders are here for your use if needed. They can provide you with key local knowledge of the building codes, slope development issues and municipal fee requirements. If you elect to use your own builder, we require a meeting with them to review our protective covenants and to obtain licensing, insurance and other standard building contractor requirements. All homes are required to be a minimum silver level for North Carolina Greem Built Homes. Details about our preferred builders and the pre approved home plans are available online. In addition to the preferred builders, we do have on site engineers, architects and other construction related professionals here to assist you.
Q. What kind of fees are involved?
A. There are a total of 3 fees associated with Villages at Crest Mountain
1. Currently, $715 per year master association dues for all residents of Crest Mountain providing amenities such as streetlights, landscaping, gates, security cameras, etc.
2. $1250 one time initiation fee. This money is allocated to the Villages at Crest Mountain home owners association for the village teams of hospitality, permaculture, building community and more.
3. $500 Architectural Review Board fee for all custom homes built in the community.
Q. Is there a construction start and completion time limit?
A. Yes, the Architectural Review Committee requires homes to begin construction 12 months after the closing date of each lot, and 18 months from the construction start date to complete the home. Variances can be granted due to unforeseen circumstances.
Q. Are there square footage requirements?
A. Yes, the Village section has a minimum square footage requirement of 1000 sf and a maximum of 2250 sf. The Orchards section has a minimum square footage requirement of 1700 sf and a maximum of 5000 sf.
Q. When do you expect the Villages to be completed?
A. We have a projected sales completion for 3 years for the first phase and 2 additional years for the
second phase for a total of 5 years. We currently have 43 lots sold with 23 homes completed.
Q. Am I able to rent my home if I choose to do so?
A. Yes, however short term leases are prohibited. Leases of 6 months or longer are allowed. Owners are responsible for ensuring all renters are informed and in compliance with the resident responsibilities.
Q. Are there alternative driving directions to get to Crest Mountain?
A. Yes, our sales office is located at 6 Celebration Place, Asheville, NC 28806. Depending on where you are coming from, there are up to 6 options to approach Crest Mountain. For GPS purposes, use 30 Ben Lippen School Road, Asheville, NC 28806.
Q. Are home business allowed in the Villages?
A. Yes, with restrictions based on parking, office hours, and the definition of the business, which are covered in the protective covenants.
Q. How does the landscape allowance work?
A. Effective July 5, 2013, Brookgreen LLC. provides a landscape allowance that matches money spent by owners for the consultation, design, and installation of a sustainable landscape around their home. Brookgreen matches up $500 for Village Lots and $1000 for Orchard Lots to help assist with the cost of landscaping. Allowence is for orginial lot purchases only.
Q. What is included in the $1,250 Initiation Fee?
A. This is a one-time fee that is administered by The Villages HOA and provides funding to the chartered teams in the Neighborhood that ovesee the physical, social, and financial growth of the community. This fee also funds the HOA community reserves in which residents vote on how funds should bed allocated.
Q. What is your policy about pets?
A. Pets are permitted and their care and maintenance is the responsibility of their owners. Up to three total ordinary domestic household pets such as cats, dogs, etc., may reside in the community without prior approval of the Board or the governing body of a Neighborhood Association. Livestock, poultry (limit 5 per lot) or non-domestic animals, if permitted and approved by the Board or governing body of a Neighborhood Association, must comply with all state and local ordinances. No dog shall constitutes a nuisance. Any animal permitted shall at all times be constrained to a leash or within the secure boundaries of a back-yard fence while outside of the home but on the Lot. All dogs being walked shall be kept on leashes, and no animal shall be permitted to remain within Crest Mountain in a manner that excrement must be removed and disposed of in a sanitary manner by the person walking the dog. No commercial breeding, storage or treatment of animals shall take place within Crest Mountain. The Rules and Regulations shall govern all matters relating to animals, including but not limited to, whether an animal may be kept in Crest Mountain.
